Jan Lee
General Manager
As the District’s chief executive officer, Jan Lee implements policies adopted by the elected Board of Directors and oversees the business of the District. She joined DSRSD in 2020 as the assistant general manager and was appointed to general manager in 2023. Ms. Lee has over 25 years of experience in the public and private sectors, previously serving as the Assistant Director of Public Works and the Water Resources Manager for the City of Hayward and as a supervising engineer in the Water Supply Improvements department of the East Bay Municipal Utility District. She also has engineering design and planning experience in the private sector. Ms. Lee holds a Bachelor of Science in Civil and Environmental Engineering from the University of California, Davis and is a licensed professional engineer.
Steve Delight, PE
Engineering and Technical Services Director
Steve Delight is responsible for planning, permitting, capital improvements, asset management, clean water and water conservation programs, in addition to overseeing drinking water and recycled water distribution and wastewater collection for the District. He was appointed engineering services director and district engineer in 2022. Previously he was a principal engineer and supervisor of the District’s Capital Improvement Program Division. He joined DSRSD in 2000 after graduating with a Bachelor of Science in Civil Engineering from California State University, Chico. Subsequently, Mr. Delight earned a Master of Science in Civil Engineering from San Jose State University. He is a licensed professional engineer in California.
Michelle Gallardo
Interim Administrative Services Director
Michelle Gallardo was appointed as Interim Administrative Services Director in April 2024, overseeing the Information Technology, Human Resources (HR) and Risk Management, and Public Affairs divisions. Ms. Gallardo began her career with the District in 2007 in the HR and Risk Management division, serving three (3) years as HR Analyst II and 13 years as HR & Risk Manager. In January 2023 she was promoted to serve as Special Assistant to the General Manager in the Office of the General Manager and was responsible for overseeing the Public Affairs and HR and Risk Management divisions, as well as the District's emergency response and professional development programs. Ms. Gallardo has a bachelor's degree in management from Saint Mary’s College of California. She holds professional certifications in human resources management with the International Public Management Association for Human Resources (IPMA-HR) and the Human Resources Certification Institute (HRCI).
Ken Spray
Finance Director
As the District’ chief financial officer, Ken Spray oversees the District’s finances and the Accounting and Utility Billing & Customer Services divisions. He was appointed as the Finance Director in August 2024 after serving as a consulting, retired annuitant to the District on financial matters. Mr. Spray has over 30 years of executive-level, governmental finance experience, including roles as the Administrative Services Director at Central Marin Sanitation Agency and the Finance Director at Vallejo Flood and Wastewater District. Mr. Spray has a Master of Business Administration in Finance from Saint Mary’s College and is a Certified Public Accountant (CPA).
Dan Gill
Operations Director
Dan Gill oversees the District’s operations in recycled water production, and wastewater treatment and disposal. In 2023 Mr. Gill joined the District with over fifteen years of water industry experience in the Bay Area. Mr. Gill previously served as Maintenance Superintendent and Chief Operator of the water treatment division for East Bay Municipal Utilities District (EBMUD), among other roles. Dan is also a veteran with five years of service in the U.S. Army. He holds a Master of Public Administration from CSU East Bay.
