Three District Enterprises
DSRSD has three separate enterprises:
- Water – distributes potable and recycled water to Dublin and the Dougherty Valley area of San Ramon
- Local Sewer – collects wastewater through underground sewer systems in Dublin and southern San Ramon
- Regional Sewer – treats wastewater from Dublin, southern San Ramon, and Pleasanton to recover water and energy and prepare effluent for safe disposal in the San Francisco Bay.
To ensure customers pay only for services they receive, DSRSD manages the revenues and expenses for each enterprise separately. Each one generates the revenue needed to build, operate, and maintain its systems, plus maintain prudent reserves.
As a government agency, DSRSD has no shareholders and thus never seeks to generate a profit or pay a dividend. California Government Code requires the District to charge customers the just and reasonable cost of providing services and to operate safely and in a fiscally responsible way. A Financial Reserves Policy guides the prudent accumulation and management of designated reserves.
